Together with Netgen Switzerland as the project lead, we have designed and implemented the multilanguage site for over 40 different countries. The project was built on top of our stack: eZ Platform with Netgen Admin UI and legacy bridge for the back office, and Netgen Layouts and Site API for the front part.
